El usario que esta tratando de usar el ISA tiene permisos de acceso al
internet? y/o a los puertos que la aplicacion requiere?

Podrias tambien ser mas especifico en cual es el problema: Cual instant
messenger? OS del cliente? Como esta configurado a acceder a ISA?
