SERVIDOR DE LICENCIAS DE TERMINAL SERVER

En panel de control, agregar o quitar programas, agregar o quitar
componentes de windows, y añades elcomplemente de servidor de licencias de
Terminal Server.

Luego tendrás que activarlo simplemente
