XP Home no la trae por defecto, hay que instalarla desde el CD, la puedes encontrar en:

Carpeta VALUEADD\MSFT\NTBACKUP.MSI

haz doble clic sobre "Ntbackup.msi" para comenzar su instalacion,

IMPORTANTE: Esto te permitira salvar tus archivos mas importantes pero no sirve para restaurar un
sistema completo para ello existen otro tipo de utilidades.
